When 10054 manifests, as with other errors, the first thing that the user should do is to temporarily disable the firewall, because firewalls sometimes break good connections, thinking they are bad. In my case, the fix was simply to ignore WSAECONNRESET errors on the listening socket. The listening socket continued to successfully receive other packets after such errors occurred, and the sending socket continued to successfully send packets after a packet failed to get delivered. I have experienced similar issue. Silverlight client wasnt sending request to WCF service at all sometime. This normally results if the peer application on the remote host is suddenly stopped, the host is rebooted, or the remote host uses a hard close (see setsockopt for more information on the SO_LINGER option on the remote socket.)
